IFMC Appointed Lead Arranger for Aba Commercial Smart City Financing Programme

Press Release
IFMC Appointed Lead Arranger for Aba Commercial Smart City Financing Programme

Infrastructure Finance & Management Company Limited (IFMC) has been appointed Lead Arranger, Capital Market Adviser and Fund-Raise Coordinator for the financing programme of the Aba Commercial Smart City, a major commercial infrastructure development in Abia State.

The mandate places IFMC at the centre of the project's financing programme, with responsibility for structuring and coordinating the capital required to support its development.

It reflects a core principle of our work: transformative infrastructure requires more than ambition. It requires credible financial structures, disciplined governance, and the right capital to move from opportunity to delivery.

Structuring Capital for Transformative Infrastructure

The Aba Commercial Smart City is a Public-Private Partnership between Aba Commercial Smart City Limited and the Abia State Government.

Located on approximately 129 hectares at Osisioma, Aba, along the Enugu–Port Harcourt Expressway, the development is designed to provide modern commercial infrastructure for one of Nigeria's most established trading economies.

Phase 1 is expected to comprise 12,672 shops, 1,160 warehouses, a Common Facility Centre, bonded terminal, ICT-enabled trading systems, and shared infrastructure.

The phase has an estimated project cost of ₦125 billion and an approximate gross development value of ₦211 billion. State estimates indicate that the development could support approximately 25,000 direct and 100,000 indirect jobs across construction, manufacturing, ICT, and retail.

Connecting Capital to Opportunity

As Lead Arranger, Capital Market Adviser and Fund-Raise Coordinator, IFMC is responsible for coordinating the project's financing programme, spanning pre-development funding through bonds and sukuk to end-user finance.

Our role is to create the financial and institutional structures that connect the scale of the opportunity with appropriate sources of capital, while supporting the governance and coordination required for long-term delivery.

As part of ongoing engagement around the project, IFMC Managing Director/CEO, Isaac Ogugua Ogu, joined the project delegation at Government House, Umuahia, for a meeting with the Governor of Abia State, Dr. Alex Otti, OFR, alongside the project sponsors.

“Aba built one of Africa's great trading economies with almost no modern infrastructure. Our mandate is to finance the city that economy has always deserved, and to show that Nigerian institutional capital can build it.”

From Capital to Long-Term Impact

The Aba Commercial Smart City mandate demonstrates what becomes possible when capital, governance, and infrastructure opportunity are deliberately aligned.

For IFMC, the objective extends beyond financing a project. It is about helping create the institutional conditions required for infrastructure to attract capital, reach delivery, and generate sustainable economic value.

This is how we connect capital to opportunity: with structure, discipline, and a clear focus on long-term impact.

IFMC Fund Managers Limited is registered by the Securities and Exchange Commission as a Fund/Portfolio Manager.
